Please note, the Police and Crime Commissioner can only review complaints about Greater Manchester Police’s Chief Constable.
Complaints about the conduct of GMP officers or staff

Complaints about the Chief Constable

Complaints about the Police and Crime Commissioner
If you have a complaint about the Commissioner or Deputy Commissioner, please contact the Police and Crime Panel. On their website you can find more information about their complaints policies and procedures.
Between the 1st of April 2016 and the 31st of March 2017 a total of two complaints were received regarding the conduct of the Police and Crime Commissioner and or his Deputy.
One of the complaints relate to a complaint that was originally with Greater Manchester Police, which the complainant had then escalated to the Police and Crime Commissioner or his Deputy. This complaint was then escalated to the Lead Chief Executive by the complainant.
The complaint that originally went to Greater Manchester Police concerned the conduct of officers whilst carrying out their duties as Police Officers as well as a dissatisfaction at the service they had received by Greater Manchester Police. On this occasion the Police and Crime Commissioner or his Deputy referred the complainant to the Professional Standards Branch of Greater Manchester Police as the Police and Crime Commissioner or his Deputy has no jurisdiction over the conduct of Police Officers.
In this case the Lead Chief Executive found that the Police and Crime Commissioner or his Deputy acted appropriately and therefore no further action was required.
The 2nd complaint concerns complaints against Greater Manchester Police, the Police and Crime Commissioner Office and the Police and Crime Commissioner or his Deputy. This complaint details a variety of complaints and allegations. Due to this it is currently with Greater Manchester Legal Services for a legal view as to the whether the complaint is for the Greater Manchester Lead Chief Executive to deal with (on behalf of the Greater Manchester Police and Crime Panel) or whether it needs to be referred to another appropriate body. This view will be guided by both legislation concerning complaints against the Police and Crime Commissioner and the Greater Manchester Police and Crime Panels own Complaints Procedures. An update on this case will be provided to the Greater Manchester Police and Crime Panel in due course
