The Police and Crime Commissioner has a duty to make sure that Greater Manchester Police complies with the Human Rights Act, 1998.
Every Office of the Police and Crime Commissioner also has to provide an independent custody visiting scheme to make sure that the force is doing what it should be doing with regards to human rights and custody services. The following articles of the human rights act are of particular relevance:

- not to be tortured or treated in an inhuman or degrading way
- to no punishment without law
Our independent custody visitors are given equality training on human rights issues and checklists to help them pick up on the important issues.
